Commit orders on demand

I am looking to allocate all available inventory to either one sales order and or one customer and I seen this feature but I do not have the below navigation. I am in the administrator role. Any suggestions?

  1. Go to Transactions > Inventory > Schedule Commit Orders > Run Now.
