Seasonality High and Low Formula

Need help with a formula where for Periods 11,12,1,2 average transaction quantity is the low and next for periods 4,5,6,7 average transaction quantity is the high.

Something along the lines of…

Case When P11,12,1,2 Then average qty

Case When P4,5,6,7 Then average qty
