Purchase Order status with Partial amount Billed

I created a Purchase Order with only Expenses not Item. Selected the account and amount and saved it. Now I billed the Purchase Order with partial amount. For e.g. Purchase order is created with amount of 1000 and billed only 400.

But the status for the Purchase Order shows as Fully Billed not Pending. Any Suggestion
