Fields not available in report writing

I'm trying to write a report on stock that isn't moving. Using the Stock Ledger report as the basis I added a field from the Items file called Last Transaction Date. I then go into filters to restrict the report to any Last Transaction Date before a certain date. However this field is not available as a filter, Why? On further investigation there are 11 fields available as a column that aren't available as a filter and 26 filter fields not available as a column, Again, why?

It seems strange to find fields that you can report on but can't filter on, what is the logic behind this?
