Grant access for two users to view each other's Purchase Orders

I have two users in the same department that need to view each other's Purchase Requests/Purchase Orders, but no one else's. From all the research I have done, it appears to be possible, but I have not been able to figure out how to do it. Can someone point me in the right direction?
