Does SuiteTax take into account who is responsible for the transport of Goods?

I have a question regarding SuiteTax. Does SuiteTax take into account who is responsible for the transport of Goods when calculating VAT via the SuiteTax Engine? The one responsible for transport is determine by the incoterm stated on the transaction.
