inbound shipment and ownership transfer concern

Hi Expert,

I need input/advice relate my foreign transaction in PO, I'm using Inbound shipment and Ownership transfer.

My question is:

a. When is the best time, to input Inbound shipment ? whether once PO is received by vendor or when ?because in this menu is reserved an exchange rate when user created record, any suggestion

b. When is the best time, to input Ownership transfer? because in this menu system create a journal impact, and exchange rate from inbound shipment applies to this menu.
