Allow Users to Upload CSVs, not create CSV Templates

Is there a way in permissions to allow users to upload files via Saved CSV Templates shared to them but not to create new CSV Templates. I can only find the "Import CSV File" permission which only has "Full" as an option and seems to allow users to also create new Saved CSV Templates that haven't been verified by anyone.
