Replace and transfer roles from a user to a new one

Hi,

I have a NS user leaving the company and someone else will be taking his roles and responsibilities. how can gracefully do this action with this scenario. (migrate roles)

1- Accounts are max out (will be an issue if I create the user without license to transfer the license later from previous user after migration)

2- The old user is a planner on the system (need to transfer this role)
