Using Effective Date BOM Management - Where it is??

I am reading this article that suppose we can set the items for kind of autogenerate the new bom revisions. Please let me know if I am mistake it.

Well, in my assembly part I can't find what is marked on the steps 3 to 7.

We are using Advance Bill of Material. Any advice will be appreciate.
