Mass update sales tax exempt works some of the times?

I was suggested to use List > Mass Update > Mass Update > Criteria: Email: Contains "NYCT.COM" > Mass Update Fields: Apply: Taxable: uncheck value box > Preview >

Schedule to update once a day.

Perform Update.

Once performed, all accounts with the domain NYCT.COM are now sales tax exempt under the Customer account page > Financial.

However, after 2 weeks, 6 different customers with their own customer accounts, all with the same NYCT.COM domain made online orders. Of the 6 orders, 2 was not taxed, while the 4 were.

Please advise.
