Why bank deposit transaction allowing users to edit exchange rate while they don't have permission?

Hi,

We set up user roles without permission to edit exchange rate on transactions, only administrators are allowed to edit exchange rate on transactions.

Suddenly user roles are able to edit exchange rate on the Bank Deposit transaction whereas they were not able to do this before, last Thursday, the system blocked them from editing the exchange rate, but today they are again able to edit exchange rate on Bank Deposit transaction.

Would you please help on this system behavior?
