Item Fulfillment default box line

When clicking on the first (default) line on an item fulfillment, it shows an error "You must enter either a weight or package description". So when we do, it creates a second line. Then we can click on the first line to edit and have to delete the second line. Is this standard behavior? Can the first line not be edited right away?
