Report to get TimeEntries beyond Project Allocation Date

good day!

Would like to know if its possible to get a Report/Search/SuiteQL to get Time Entries submitted beyond Project Allocation Date.

Also, is there a way to prevent an employee from submitting time beyound the Project Alloction Date.
