Workflow send email action only sends a limited number of emails

I am attempting to create a scheduled workflow that sends 1 email for every invoice in the saved search filter I applied. However, I am only getting 10-15 emails when the workflow runs instead of 100+ emails for all of the invoice results in the saved search.
