Prevent leads to be used on sales orders

Hello,

I am looking for a method to prevent a lead from being added to a sales order.

When a lead is created in our system, often crucial information is missing, such as an email address for invoices or a VAT number. I am now facing the problem that leads are being added to a sales order, and they are automatically converted into customers without validation of required fields. This results in sales orders where the invoice is not sent, and therefore the payment doesn't come in.

Has anyone found a solution for this?
