Permissions required to edit an approved Journal Entry

We have a user in our organization that requires the ability to edit approved Journal Entries. While it doesn't happen frequently, it does occur. Our Journal Entries also have an approval process.

Even with full privileges on the Journal Approval permission, the user gets this message:

What permissions do we need to give this users to get around this error? We do not want to give the Administrator role to users for security/control reasons.
