Mass Update Fulfillment Request Hit Error

Hi all

I am trying to create a mass update to update header field in Fulfillment Request records but encountered the following error

"32293153: You must have at least one valid line item for this transaction"

Did anyone encounter this ? Is there anyway to overcome ?
