Why duplicate email alerts received for 'Record Created' and 'Record Modified'?

After I posted a Journal, I received two email alerts from the same Saved Search at the same time. One titled 'Record Created' and the other 'Record Modified'.

I only posted the Journal, and did not make any modifications. So I would expect to see the alert for 'Record Created', but not 'Record Modified'.

Why am I receiving both?
