How do I assign one of my NetSuite upgraded user licenses to an employee

my employee is currently using a general access license. I want to assign one of the upgraded licenses to this active user.

What are the steps to do this and as a follow up, where can I find a list of what employees are assigned to which licenses (general access or upgraded) ?
