Custom Financial Statement Layout

We created a custom Income Statement by opening standard NetSuite Income Statement > click Customize and in this process created a new Custom Income Statement Layout

The goal is to finalize the custom Income Statement layout and assign to Income Statement Detail and Actual vs Budget types

Attempting to rename new Custom Income Statement Layout, in manner used successfully in the past and per SA article 7636 reference is not working. Rename does not stick and reverts to NS naming convention when Financial Row Layouts page is refreshed or when custom Income Statement is opened in customize view and re-saved, for 2 examples.
