Missing Landed Cost Warning

Sometimes the Landed Costs on Inbound Shipments are not entered. After the Receipt is generated it is too late to fix the missing Landed Costs. So we want to show a message when the Shipment receipt is created, if the Landed Cost total is $0 (or there are no Laded Cost lines). I cannot see how to create a workflow to do that. Any ideas?
