How to create a new Budget Exchange Rate

We are looking at doing some work with Budget Exchange Rates. We have our monthly exchange rates being automatically imported, but we want to do some forecasting. How do we add a new Budget Exchange Rate manually?

We can click on the Edit toggle but under the "New" column, nothing appears. This screenshot is from someone logged in as the System Administrator.
