Make Copy a Locked Sales Order

I would like to confirm if the Make Copy action cannot be used for a locked transaction record.

Currently, we have a workflow that locks a sales order if it is fully billed and the user role is neither Administrator nor a specific custom role.

As you can see in the screenshot, I cannot edit any fields and there is no Save button.
