Why are the options different in a workflow set field action to the UI?

Hi

i have created a custom body field which shows states.

This field is filtered by the country so that it only shows Australian states.

This works correctly on the UI:

However, when trying to set the field value using a workflow action, the options shown are USA states:

why can I not select Australian states when setting the value using a workflow action?

Shouldn't the options be the same in the workflow action or in the UI?
