State missing in nexus creation page

We have created two states for India via the navigation Setup > Company > Setup Tasks > States/Provinces/Counties.

However, the same is not listed on selection of country India in the nexus page. No values are listed and we are not able to expand the list. The account is following legacy taxation.

The field help of this field suggests:

Select the state, province, or county that you are making this record for. You can create a new state, province, or county at Setup > Company > Setup Tasks > States/Provinces/Counties.

We tried the same for US by creating a test state. However, the issue persists for US too.
