How do i modify a sales order in a partially fueled status

I am trying to modify a sales order in a partially fulfilled status. I get this error as an admin in production

"This order has been partially or fully processed and may not be reset to 'Pending Approval'."

I am able to make this mod as an Admin in Sandbox Any thoughts
