Employee unable to see Communication > Files on customer record

I have an employee who is unable to even see the files section on a customer record.

They have full access to the file cabinet, other emplyees are able to see it, no role differences, full access to docs and files.

The forms are the same, can see the files section as the other role and admin of course. The files section is set to show on the form itself.
