Unwanted Next Bill and Bill Remaining appearing on Sales Orders

Our client is experiencing an issue with billing buttons on Sales Orders ("charging orders out"). One morning they noticed something different with the tabs. It is now showing "Next bill" and "bill remaining". Also, on bad cc or decline cc, the sales information section is now missing. 

Why are Next Bill and Bill Remaining appearing? They do not use Billing Schedules and this seemed to begin with a recent upgrade.

"These buttons mess up our workflow. we cannot see if bad cc or address mismatch. causing lots of workflow issues."
