View all work Instructions in Item Manufacturing Routing

Goal: Shop Floor employees should be able to view Manufacturing Routings, including routing instructions. They should not be able to modify routings or instructions.

Challenge: It appears that employees must be given Manufacturing Routing/Routing Instruction Edit permission in order to view all routing steps.

My questions:

  1. Is my understanding correct? If not, can you please advise how I can achieve the goal.
  2. If this is expected behavior, can you please indicate how I can either:
    1. Option 1: Create a saved search displaying the routing instructions from the manufacture routing record.
    2. Option 2: Pull the routing instructions field onto a custom pdf/html report.
