baseline budget WITHOUT WBS

Suiteanswer article "Project Budget vs. Actual Reports" (ID 32191) states that:

"You can create two types of project budgets – either Baseline or Estimate at Completion (EAC). You can update both types independently because NetSuite stores data for both budget types separately."

I can not find the Baseline version of the project budget I created. I'm starting to think that this Suiteanswer refers to "Advanced Project Budgets" rather than the regular project budgets.

Am I missing something?
