Bank Account Not Available in Use Credit Cards

I have tried in the UI as well as via CSV import (where I started) I am getting an error on 1 account: Invalid account reference key 341 for subsidiary 3. I have validated this is the correct subsidiary for account internal id 341. I went to the UI to Bank>User Credit Card>New and selected the appropriate subsidiary etc in the Primary information, on the expenses tab I tried to search for the correct GL Account, but it does not show any of the bank accounts. Is this a NetSuite limitation? GL Account Internal ID 341 is a bank account.
