Why are no records showing at bottom of Invoice Members screen?

Hello: I want to create (and eventually email) invoices for "Members" who are "Customers" in Netsuite (we are a non profit).

I am following the instructions, but I do not see that any Member records show up at the bottom of the screen for selection. (see screenshot)

I expected that based on the Options and Summary information, I would see Member records where Category = Developed.

I don't want to hit the Submit button as it is unclear if this will first generate, then email the invoices. I do not want to email the invoices until I know they are using the correct information. The planned date for this email will be June 15, 2025.
