How does pricing schedule base discount work for vendor price schedules?

Hi

I cannot see how the base price on a vendor pricing schedule works?

i.e. is this the minimum discount available before taking into account the discounts on quantity?

In this example, does every purchase of an item's 10PK result in a 5% discount? (with an additional 1% discount for purchases of 1 item; 2.5% for purchases of 2 items and 4% of purchases of 3 items)?
