Ramp Integration: Unable to Authenticate with NetSuite

My customer is working to set up the RAMP integration. All of the steps in this guide have been followed, yet we keep running into this screen:

Has anyone had this issue where it will not advance from the screen where you have to Allow Ramp Consultant access to NetSuite?
