Different Exchange Rates between Revenue Element and Revenue Plan

Hi,

We are seeing two different rates applied on the Revenue Plan vs Revenue Element and we cannot determine why this is the case.

Below was the rate applied on the Revenue Element line:

Why would the rates be different? Please help us understand how NS apply the rates in this scenario?
