How do I set up a Payroll Item for a Car Allowance

I have an executive who was granted a car allowance and I need to know how to set up that Pay Roll item. This is a cash allowance. It is to be unsubstantiated, so therefore fully taxed. We use Auto Fringe as a non-cash compensation for the assignment of vehicles, but this is different.

Should I use the Pay Code for "Bonus taxed as regular earnings?" Is the Item Type "Earning:Addition" just like for the Auto Fringe?
