Allocate landed cost by dimensions

we have a need to allocate landed costs based on the space occupied in the shipping container. i.e. if the container has a mix of bulky and non bulky items it stands to reason that the bulky item should bear a greater portion of the shipping cost. I cant currently see a way of doing this in NetSuite
