Missouri Proposition A

Working through setting up the payroll for the proposition A changes in Missouri. I've tried to create the payroll earnings item but I am getting hung up on what should be in the effective date / expiration date. I get that May 1 should probably be the effective date but this doesn't expire. Am I just forced to do 12/31/9999?
