After Submit Workflow Executing Before Submit

Hello,

We have a workflow that is setup to trigger on After Submit. Have had it for years. Recently we have noticed that sometimes the actions seem to also trigger but show nothing happening in the logs Before Submit. How can these actions execute Before Submit when the workflow is set to trigger only on After Submit
