User with Full 'Perform Search' and 'Publish Search' Permissions has no 'Save' Button Available

Hello - This is an issue I have not encountered before (and I've been doing this a long time! lol)

I have a user whose role has 'Full' permission level for both the 'Perform Search' and 'Publish Search' permissions, yet they do not have a 'Save' button available when they attempt to create a Saved Search. User role also does have 'View' permission for the transaction type they are searching for, which is 'Bill', and the role does have 'Accessible Subsidiaries' set to 'All', as well cross-subsidiary viewing enabled.

I don't see anything in this recent post that would explain this, but perhaps I'm missing something :
