Error in Receiving Outsourced PO work order

I have an outsourced work order for a lot controlled assembly item. It is correctly associated to the purchase order on the outsourcing tab. All component items are fully confirmed.

When I select receipt from the PO, or build and receive from the work order, I receive the notice for

You must enter at least one line item for this transaction.

I have verified the outsourced manufacturing item is correctly set as a service for purchase, outsourcing charge.

The BOM includes the outsourcing charge

The purchase order includes the assembly and the outsourcing charge as the item.

How can I complete this build/receipt?
