Grant System notes permissions to a specific role/user

Hello,

I'd like to grant system Notes permissions to a role, specifically I would like to see all changes that happened to items. Not only theirs, all.

They are a Classic centre employee, they have full permissions for items, and I gave them View (the only available option) permissions to system notes.

I tried to give them Core administrative permission but that didn't do the trick either.

At the moment the System notes sub sub tab doesn't even appear in their role.

Any ideas?
