Using Suitescipt, can you create tax groups?

I have not been able to find to find the right combination of values for sublist items.

I have tried:

taxGroupRecord.setCurrentSublistValue({                       

sublistId: 'taxcodes',                       

fieldId: 'name',                       

value: taxCodeId                    });

Gives error:

DeferredDynamicRecord.setSublistValue: Missing a required argument: fieldId
