Would someone please help me with SuiteAnswer 88039 ?

Would someone please help me understand SuiteAnswer 88039 ? I just keep getting the "An unexpected error has occurred. Please click here to notify support and provide your contact information" If I tried to notify support, they'd just send an auto reply that we do not have any paid support coverage so they can't help.

The Criteria of the Saved Search are especially confusing and it is probably why I cannot get the Solution to work.

5.1. There is no Description field in the little settings window. The only way to populate the Description field seems to be by putting a "1" in the VALUE field. Is that correct? Is the formula supposed to be EQUAL TO? These instructions are poor.
