Apply WH Tax Not Showing

Hello,

Here's our Withholding Tax Setup:

When creating a Bill or Invoice, the Apply WH Tax? checkbox and the Withholding Tax Code columns are not showing.

When I try to customize the form, the Apply WH Tax? is marked.

Did I miss a setup? Please advise. Thanks!
