Importing via csv an item fulfillment when using a fulfillment request

I am trying to import via csv an item fulfillment against a sales order that has a fulfillment request. Is this supported? Has anyone been able to have the import go successfully when using a fulfillment request?

When I try to import against the sales order, I get "You must have at least one valid line item for this transaction.". When I import against the Fulfillment request, I get "That type of record transformation is not allowed. Please see the documentation for a list of supported transformation types."
