How to send the attachment to file cabinet via Web Services?

Hi There

I am currently working with a third party provider who is trying to integrate invoices from an external system into Netsuite via SOAP webservices. They were wanting to know whether it is possible to send attachments or supporting documentation to Netsuite's filing cabinet via SOAP or REST APIs?
