Scheduled workflow not running on all records

I have a scheduled workflow that runs overnight based on a saved search. I've just found one record on the saved search that the workflow did not run on, there is nothing in the workflow log of that record. I have an identical copy of the workflow in testing mode which I ran for that record alone and it worked without issue. I've spot checked other records within the overnight saved search and all others seem to have run correctly. Why would the workflow skip over this one record?
