Restrict Tax Rate Rule Creation Permission on Custom Roles

Hi,

There is a requirement to restrict custom roles from creating new TDS rate rules and GST tax rate Rules.

I tried modifying permissions related to these custom records on the roles but still the custom role is able to New Tax Rate Rule button on have access to create new tax rate rules for TDS & GST.
